For upgrading to 2017, is it mandatory to do it from 2013R2, taking into account that we are not upgrading any report? Or can I do it directly from 2013?

Hi everyone!
After a few problem and approaches, I found myself in the situation of upgrading just the tables to 2017. What should be the option?
1- Merge directly 2009r2 with 2017
2-In the data upgrade process, the tables have been upgraded in the 2013
with the database conversion process. Can I merge 2013 (base modified: converted 2009r2 tables / base original: demo 2013 tables / target: demo 2017)
or
3- First, merge 2009r2 to 2013. With the result in 2013, merge 2013 with 2017
Hopefuly you can give me any help.
