Is this .dll going to work also for phone/barcode scanner using webclient NAV 2018?

This dll is not deployed automatically as described in "Automatic Deployment of Control Add-ins" (https://docs.microsoft.com/en-us/dynamics-nav/how-to--install-a-windows-client-control-add-in-assembly). We don't want to deploy this dll by installation procedure or software deployment tools.
Any Hints?
Is there a new Version where automatic deployment is working?
