I can not created a new codeunit to use even though my username is in the super group. Is this normal? Is there a solution?

Perhaps I should have said, "I have no idea what I am looking for, please help."."A man without beer is like a man without water, thirsty and sober!"0 -
Your own custom codeunits, tables, etc. must start at 50000.David Machanick

The partner (Microsoft Partner - fka "NSC") is able to assign the number series. Normally, it should start with 50000, but they can also decide it starts with other numbers.
Best way to see it is with the virtual table "Permission Range":
