Vendor Card - missing Actions under different Profiles

A customer came across a problem whereby a Vendor Card is missing "Recurring Purchase Lines" action (Purchase section under Navigate tab) under a Profile linked to a bespoke Role Center Page ID.
IT Manager Profile (Role Center ID 9018) works fine, but when a default Profile is linked to the bespoke Page, the same Vendor Card doesn't have Purchase Section at all. And it can't be added via "Customize Ribbon" - Purchase Section with "Recurring Purchase Lines" isn't even in the list of optional Actions to be added.
Any ideas what can cause that?

See the actions page of the Vendor Card (26) an create action, then in properties customize it as you want. Take as an example the same action of Vendor List (27)0

Have you checked permissions?
There's a setting on the middle tier, which hides menu options which the user does not have access to. This way they cannot push buttons which throw permission errors - giving a cleaner user interface.0 -

Thing is - the same Vendor Card Page 26 is used on both Role Center ID Pages. But it shows Recurring Purchase Lines when default Role Center ID is 9018 (IT MANAGER), and doesn't show them when default Role Center ID is from bespoke range.
So I don't know what to change on Page 26.0 -

It's the same user, so the same permissions, the difference only shows when a bespoke Role Center ID is chosen as Default.
Still, out of interest - where is this setting on the middle tier? The customer uses BC14 RTC.
