in NAV Three Tier
Some users are interested in having a web view of the pages. That is to say, that the same that they visualize in the desktop application, they can see it in a web version, through a link. I have NAV 2016. How could I do this?

    You mean they want to use the webclient?
    For help, do not use PM, use forum instead, perhaps other people have the same question, or better answers.

    What I want is that users can have the option to validate or work from their mobile or tablet as well as on their laptop. if they receive an email of any automatic notification they can have in the same email a link that they can access and validate what came to them via email

    You could setup the webclient/ app client, that allow your user to acces the system as you descripe.
    You can code a link in your e-mail which open the webclient/tablet client
