    Do not use
    Import-Module.

    but

    Import-Module

    (remove the dot, or put it somewhere else)

    New-SelfSignedCertificateEx.ps1
    file, and put it in c:\temp

    Import-Module 'c:\temp\New-SelfSignedCertificateEx.ps1'
