Adding freight to a Sub-Contractor PO

I have a 3 step Routing, Freight Out, Freight In, and the Subcontractor. I want to assign the actual cost to the Item. If I try to use a "Charge Item" I receive an error message the Work Center must be blank. How to assign the freight costs to the produced item?
