Sales Order Inventory Pick Page is not available

NAV2016 - I have a location with Require Pick, Require Receive, and Bin Mandatory, a very simple setup. When I create a Sales Order with Items that have inventory in the Bins selected, I cannot open the card for Inventory Pick. From the Sales Order, I select the Inventory Putaway/Pick Lines, an nothing displays. There are Warehouse Activity Lines and a Warehouse Activity Header in the tables when I go to the object designer and I can print the Picking List. I need the card/page to fill in Qty to Handle. I have tried other pages through the object designer, and nothing shows the pick that I created..

When I create the identical Sales Order, but for a Location without Bins, the Inventory Pick card shows fine and can be selected from the order.

I am attaching a pdf with the Warehouse Activity Header, Warehouse Activity Lines, and Sales Lines for both orders. Everything I've read indicates that there should be no problem seeing and printing the picks.
