  I don't think you can. They are only used in the platform.

  hi,
  i am using nav 3.70. i can create list box when creating new form. Actually I want to create a list box in blank form. Is it possible or not?

  I'm afraid we are not talking about the same thing here. I thought you meant the button below the one for Command Buttons in the Toolbox. If you hover your mouse over that toolbox button, the tooltip displayed says "List Box".
  
  You probably mean a Table Box?!

  declare a variable type option
  define the optionstring value in the variable property.
  place a text box on the form from the toolbox
  and fill the SourceExpr property of the text box with the decleared variable
