Report Headers on Every Page, but PrintOnEveryPage=No

I have 2 headers on a report. One has the PrintOnEveryPage set to Yes and one has it set to No. For some reason they are both printing on every page. What am I missing? Thanks.

Check if the first section has property "KeepWithNext"=No

The KeepWithNext property = No and it still doesn't work

How is the structure of the report? (=> dataitems; on which dataitems are the sections; which of the 2 sections (first or second) must be printed on all pages and which not).
If it is the second section that shouldn't be printed on all pages, you can try to put it on the groupheader in stead of Header.
