They price the manuals (at least here in the US) something per training day, I think it was $40. So if the training is 5 days, the price of the manual is 5 * $40 = $200. Ridiculously expensive, but that's what they did. It's been a long time since I ordered manuals though, so they might have adjusted the prices.

Only Microsoft certfied partners can order from Microsoft, registered partners have to go the way over the Microsoft Registered Training Partners.
