Problem with "Per-database license"

I have problem when I want to import license to MS SQL Server.

I log into the client with account admin

File/Alter/Integration

Save license to database and now I have problem

You dont have permissions to run the "Per-database License" System
Contact the system manager if you need to have your permissions changed.

Or do not change the option and use the license per server. If you are end-user it is ok for you... Per-database license is needed only if you need to use more Navision databases on one server with different functionality...
