Axapta Project Management - Indirect Cost

Could anyone help me to find out, or refer me to information sources where I can find out whether it is possible to allocate indirect costs in Project Management, please?
For US Contractors for Government Projects an ‘A133’ audit is required. This verifies the indirect cost rates for a contractor.
The US Government regulations then insist that the ‘Negotiated Indirect Cost Rate’, NICA, (a percentage figure) is then applied to direct costs incurred on the project.

I really appreciate everyone's help.
