Problems registering the C/Front OCX component in Win2k3

I am trying to register the MBS 4.0 SP1 C/Front OCX on a Windows 2003 server with regsvr32.
I get the error message: "LoadLibrary("C:\Program Files\Microsoft Business Solutions-Navision\SDK\CFRONT\cfront.ocx") failed - The specified module could not be found."
Registration on a Windows XP PC is no problem.
Registration of the 3.60 OCX on the Win2k3 server, also no problem.
Does anyone know why this fails?
