permission with renaming records

Hello. Client is run SQL 4.0 SP1 with just gl granule and banking. The user is setup with right permission. The problem is that when they try to rename a bank account no, they get error that they don't have permission to let's say sales shipment header table, which they don't have license to so they don't need to setup permission role for the users?
Do they have setup permission to tables they don't have access on the license as well? Is there something wrong with license?
The problem is that synchronization takes a long time on sql.
Any help would be appreciated.
