You need "Microsoft CDO 1.21 Library" - look into
C:\Program Files\Common Files\System\MSMAPI\xxxx\ for file cdo.dll. If it exists, register it with regsvr32 cdo.dll. If it does not exist, you need to install MSMAPI (I do not know with which app it is installed if it is not installed by default in Windows- may be Outlook).
CDO is an optional component of Outlook, so simply go into Add/Remove Programs, find MS Office and click on Change, click on Add/Remove Functions, (Select Advanced Options and Next if Office 2003), Expand the Outlook branch, Rightclick on Collaboration Data Object and select it should be installed. Please notice that this component name gets translates, so it can be a bit hard to find. (At least the Danish translation sounds a bit strange - would be nice if it atleast had (CDO) somewhere in the name)
