NF 1.2 on W2K Server install problem

I am having a problem installing the NF 1.2 service on a Windows 2000 server. The install gets to the end and then gives the error "Server could not be installed. Returned Error 997." Select OK, then the error "Failed to Install NT Service." is displayed. This server once had NF 1.2 on it without errors, but the installation was removed. I suspect that the service was not completely removed since there are registry entries for Navision. I suspect that I need some sort of registry cleanup utility. Does anyone have any ideas?
