You need to set Item card apropriate to what you want to do...

Replanishment System = Purchase

and you need to set Reordering Policy to policy you want to use for reordering. See on-line help for Reordering Policy field. After that, you need to set all the apropriate fields for the reordering (based on which policy you selected) - for example Maximum inventory, Minimum and Maximum Order quantity etc. Do not forget, that if you want to reorder for locations, you need to create SKU for each location.

Try "Carry Out Action Message" from the Planning Worksheet ...
You have to flag the proposal lines as "accepted" before.
