How to enable the New Database Option in Business Analytics

Hi,
I am not able to create a New Database in Business Analytics W1 4.0 basic version.
I am trying to create a database in BA Enterprise Manager/Console/AntServer/Databases/.....
The option to create a New Database is disabled. We contacted Microsoft on this issue, but still waiting for a reply.
Can anyone throw some light on this, if this is related to any licensing issue. If so whom do we contact?
