License Permission error

Hello, I;m hoping someone has seen this error before.

I am running an upgrade from 3.1 to 4.0 under the developers license. It's done \:D/ but now when I try to upload the customer's license I get the following error ](*,)
"You do not have permission to run the 'Per Database License' System. Contact the system manager if you need to have your permissions changed"

I have tried to import, but it reverts back.

I have tried to "Alter the Database" but it reverts back

And as stated when I try to upload, I get the error..... ](*,) ](*,) ](*,)

Any suggestions would be greatly appreciated!

Go to 'Alter Database' and turn off 'Save License in Database'. This requires an additional license granule that your customer license must not have.

Also on SQL use 'Upload' and not 'Import' to change license.

This is strange though, I tried this last night with no success, this morning it worked.
