BC24 Cloud Migration from Azure SQL not accepting same version

I am trying to use the Cloud Migration Setup to copy data from Azure SQL to Cloud. I keep getting the major version mismatch error. The cloud version is 24.2.20227.20460 and it is a sandbox. The Azure SQL database has the following settings in place:
$ndo$tenantdatabaseproperty applicationversion = 24.2.20227.20460
$ndo$tenantdatabaseversion applicationversion = 24.2.20227.20460
$ndo$tenantproperty applicationversion = 24.2.20227.20460
$ndo$dbproperty applicationversion = 24.2.20227.20460
What am I missing?
$ndo$tenantdatabaseproperty applicationversion = 24.2.20227.20460
