Error when trying to install Microsoft_System Application Test Library.app on BC22

I'm trying to get some unit tests going, so need to install the test libraries. I installed most (Any, Library Assert, Variable storage) without problems, but when trying to install System Application Test Library I get this error:
The error message seems clear enough but the issue is that I have placed the dll files exactly where it asked me to:
I restarted the service, and my PC entirely, but it's not working. Someone recommended I try with regsvr32, but it cannot register it.
Running local BC 22.
