Design Mode in BC Cloud Sandboxes

Hi. I have a question about "design" mode in BC Cloud Sandbox environments. When you start it, the functions "+ Field", "+ Action", "+ Part" and "+ Page" appear.
My problem is that only the ability to add a field is enabled, all other functions are disabled no matter what area of the current page I click in.
Does anyone have more information on this? How does this work?

    It's the only option that is currently available, they've always been disabled
