Cant download Symbol from C/AL in AL

Hi All..
I want to upgrade from NAV 2018 to BC On Prem 14
So now in BC on Prem 14 I want to use these tables from NAV 2018.
but after generatesymbol, sync , restart...
after i download symbol in VS Code, it still cannot find this object from CAL
i already follow all these steps from here -->https://learn.microsoft.com/en-us/dynamics365/business-central/dev-itpro/developer/devenv-running-cside-and-al-side-by-side
do i miss something?

Symbol Reference is not null..
but still cant be downloaded the symbol
