"Internet browser is not installed" error message BC13

Using Business Central 13 CU 6 users who have upgraded to windows 11 are now receiving the message "Internet browser is not installed" when attempting to open a document via the attachments fact box.

I can see in NAV 2018 this was fixed as a platform update in cumulative update 48: https://support.microsoft.com/en-us/topic/cumulative-update-48-for-microsoft-dynamics-nav-2018-build-48213-755625f4-1376-4d78-96dd-ae3216b4dfe5

There has been no cumulative updates for Business Central 13 since April 2020. Does this mean we would have to update to Business Central 14 to avoid this issue?

The fix proposed in this blog post has been tried, but did not work:
