"No active message processors listening on the message queue." Troubleshooting

This is a prompt that my clients get from time to time and restarting the service tier fixes it, but I don't know how to find the cause of the message. Especially when the service is running. Does anyone know of any tips for looking into this particular prompt further? I have a client asking and I'm not sure what to tell them.

    Today this message came up for about 2-3 hours until I was able to get on and restart the VT100 Service Tier.

    That doesn't like anything standar at all. Why does that plugin does?
