Can Not Create New Company

Hi All,
I have super role in navision but I was not able to create a new company. Below is the error message I received.
"The following SQL server error(s) occurred while accessing the Payment Terms Table:
262". 42000", [Microsoft][ODBC SQL Server Driver][SQL Server]CREATE TABLE permission denied in database."
We use Windows Authentication. Server is 2003 and database is SQL 2000.
One thing I found is, if I gave myself a Domain Admin rights in Window. I'm able to create the company?
