Keyboard and Accessability

Hi All,
Got a user who is very heavy on keyboard shortcuts due to not being able to use a mouse.
Set up keyboard commands for various actions, however does anyone know of an action to jump from the "header" to the "lines" on a document.
For example, if cursor is in the "No." field on a Purchase Order, in order to get to the lines, it's lots of "tab" presses. Once in the lines, then the cursor keys can be used to move about.
Was wondering if anyone had any ideas on a potential solutions?
