Item Unit Cost

Hi,
In an average unit cost codebase .. is the "unit Cost" on an item record inclusive of "indirect cost %" or is this only considered when entered on a purchase line ? And is this ever considered when entered on a sales line ? MY current testing suggests no to both but im curious as to why, if it is so..
