Cannot unregister sales return line that has been registered by wrong: This lot is marked against an

Dear all,
in Dynamics 365 finance and operations --> Sales and marketing, we had registered an item by wrong in sales return order and this item enabled for quarantine management (item model group), when trying to click on registration in order to reveres it its gave this error: This lot is marked against another inventory transaction and cannot be unregistered. Remove the selection before canceling the lot.
we ended the quarantine order and the qty move from quarantine warehouse to the original warehouse of the sales order and then we try to click the "Registration" but still the issue occurs
can you guide us how to fix this issue..

This error happened to the items that linked model FEFO, this model creates “Quarantine Order” for the sales return or purchase orders on stage of “Registration”.
To UnRegister:
1- the generated quarantine order should be ended by quality to returns the qty to the destination warehouse of the sales order/sales return.
2- Remove the “Marked” lots from the quarantine order, for example
3- Select line that need to be unregister, click in Inventory “Transactions”.
4- Click on Inventory “Marking”.
5- Marking form will opens with the Marked Transactions, so we have to revers it.
6- Click on “Set mark now” to reverse the marked transaction.
7- Click on “Apply”
8- After the applied the marked transactions, the marked transaction will be reversed.
9- Click OK.
10- Go back to the order and click on Update line “Registration”
11- The Registration form open to reverse the registered quantity.
12- Click on “Add registration line”.
13- Then click on “Confirm registration” and then click on “Save”.
