Manufacturing Policy - Make-to-Stock subassembly

Hi,
we are struggeling to set up the following scenario and are hoping for some helpful insights.
We have a manufacturing item A001 that contains subassemblies B001, B002 and B003.
We want to produce B001 and B002 together with item A001. Therefor we set Manufacturing Policy on all 3 items to "Make-to-Order".
B003 should not be produced together with A001 but should be produced in advance in a separate Production Order and put into stock until needed.
Therefor we set Manufacturing Policy on B003 to "Make-to-Stock".
The tricky part now is that B003 itself has another subassembly C001 that should be produced together with B003.
So we set Manufacturing Policy of C001 to "Make-to-Order".
But since B003 is set to "Make-to-Stock" the system still creates separate Production Orders for B003 and C001.
How can we solve this issue?
The result should be that the systems suggests two Production Orders.
The first one for item A001 that contains also lines for the subassemblies B001 and B002.
And a second one for item B003 that contains also a line for the subassembly C001.
