The logic behind Report 5756 "Create Warehouse Location"

Hi everybody,
we have lots of item ledger entries and a slow server and this report is running for 24 hours and has made 3% progress so far. I need to speed things up.
I don't understand why this report is looping through all item ledger entries regardless of the location that is to be converted to using bins. It would make much more sense to filter for the actual location to speed things up, but I suspect there is a reason behind this which I don't understand.
Can someone explain?
