Send message not sending a message?

hi all, I wrote some code so emails and Im using codeunit 397 to send the message with the functions NewMessage, CreateAndSendMessage. I debugged it, all goes well however it doesnt send emails. When I tru and send a test email it works?
could it be because I dont have outlook installed on the server or what am I missing?

Yes， sometime you need to install email tool like outlook
