Are it on purpose that you are trying to use ACS as authentication methode (Service tier setup) on a local database?
if it is on purpose then your ACSUri in you ClientUsersettings file should not be a localhost address but a URL from your Azure app registration
For help, do not use PM, use forum instead, perhaps other people have the same question, or better answers.

The ACSUri I used I'm my ClientUsersettings file is still the same as what it contains in my Azure redirect Uri.
Do you mean I should change the Azure redirect Uri?

Did you filled all needed information in the Service Tier?
Port is successfully binded and registered for ACS URL?
