Yes, this is possible, but you cant directly go from NAV 2009 to NAV 2018 as i know, but a partner/developer can do the upgrade.
And the worst part, if you haven't already upgraded your license to NAV 2018, from 2009 you can only go to Business Central. If you've upgraded your license to 2013/2015/2017 then you can upgrade your license to 2018 for a limited amount of time.
