job queue no rights to start the queue entries

hi, we just upgraded from NAV2015 to NAV2018. we get the error, the we have no rights to create or execute the planned tasks if we want to change the status of an entry from hold to ready. not even as superuser or windows admin.
we are desperate ... is this a bug?

    Solved: the User which wants to start the Job must be deleted and created new.
