Error Dialog in Form VS RTC Page

When displaying an error dialog in Forms it displayed a popup disabling all activity on form. In RTC Pages it displays a message on top of page allowing the user to alter fields on the page which is not desirable since it should not allow the user to edit fields when the error occurs.
Is there a way around this?
