Problems with extensions after upgrading to Business Central Onpremise

Hi everybody,
We are currently upgrading NAV 2016 to Business Central Spring 2019 CU2 Onpremise.
As it is a database upgraded from NAV 2016, why don't have the standard data with the Business Central extensions. Because of this, we cannot install extensions or connect with VSCode.
Actually the publish and install options are disabled on the page 2500("Extension Management").
Has a new anyone performed any upgrade of this type and has been able to install extension or connect with VSCode?
Any help would be appreciated.

What kind of error are you getting? (Print screen would help)
Usually people forgets to do task 10 and task 14

Yeah
with step 14 when installing the system.app and test.app I have already been able to connect to VSCode.
Then I installed an extension with powershell and I have enabled the buttons.
