NAV 2013 Permission issue when in role center customization

Hi. I am trying to customize the role center in customization mode. However every time I make a change I get an error that I don't have permissions. I've copied an existing Role Center Profile to a new profile, I've set myself as the profile owner, I've verified my user is a SUPER user with no company set.
Do I have to have a developers license to modify this?
