Order Promising - Drop Shipment

A Client want to use the Order Promising functionality in NAV 2013.
When we try to test the CTP (Capable to Promise) calculation on a Sales Line that is marked as a Drop Shipment, the calculation is taking the Inbound whse. handling time into the shipment date calculation. Since the item is delivered directly to the customer, we should not add the indbound whse. handling time into the calculation. I tested this on a NAV 2017 as well with the same result.
Any ideas?
