Quality management for company products

Hello, our company needs quality management solution. It would be simple card with fields to fill in. And I was wondering could it be done on NAV 2013 web client? Licences should come for each user with write to sql rights? And like for every customer different user which means more licenses? Or we should just stick to adding some extension with login to our main website and there create form? If every customer will need new licence it will be too expensive. So best solution just build website with login and that form? Or there is maybe some modules or something on quality management of products?

    I am not up to date how much licencing costs lately, but the general principle has always been that all NAV custom developments or add-ons need user licences to work. So for something that is fairly simple and has only limited relationship with core NAV and used by 100 people it is often better to just develop an entirely separate web or desktop application with its own entirely separate SQL databased, and then just interface/integrate it into NAV as much as necessary. My preferred way of integration is a user clicking on a button in NAV that reads and processes all the records from that external database using ADO.NET (and calling a stored procedure).
