BC365 DevHost fails to start

I have just installed the Spring release of BC365 on my machine. All works well until I try to enable the Developer Service Endpoint, at which point the service tier fails to start. Couple of excerpts from the event log
Failed to start service Microsoft.Dynamics.Nav.Service.Dev.DevHost
System.Net.HttpListenerException: Access is denied
Any ideas what is happening, or how to correct?

I have seen this before and it is usually a URLACL issue.
Try this from a command prompt (as administrator)netsh http add urlacl url=http://+:7049/BC130/ user= “NT AUTHORITY\NETWORK SERVICE” listen=yes delegate=no sddl=”D:(A;;GX;;;NS)”

Fyi, I based this on an old problem with Dynamics NAV 7 R2 and found the original solution at this post:
