How to use a routing link code in a production bom line where the type is production BOM

I'm trying to assign a routing link code to a line item in a production BOM where the line type = Production BOM. I get a validation error telling me that the line type must be "Item" not "Production BOM"
This seems to infer that only inventory items can have a routing link in a BOM. Is this correct?
