So i know that there is an existing formula to calculate the memory and CPU for a new server that will have a new Navision 2018 installation and SQL.
So my main question is how to achieve the exact memory and CPU required for a new implementation on a physical server.

Having said that - it is enough to have one nasty report run to blow up memory requirements for the NST server. The hardware is relatively cheap comparing to software licenses so rather than trying to find 'exact memory' buy as much as you can afford.
SQL sizing-wise the max memory is dictated either by the SQL Server version, or by projected sizes of all (active) databases hosted on that box size. SQL Server will not use more that necessary to keep in memory all the database hosted on it, so if you plan only one NAV database on the server, which will grow to, say 40+GB in a few years time, there is a very little sense buying more that 48 - 64 GB of RAM for such server
CPU wise it is a bit more complicated. Look what else will run run on your server, if you will have any other software on it licensed per CPU, and select the number of CPUs/cores correspondingly
