Cash flow using budget

Hi guys
The cash flow is based on current receivables and payables. How do you plan for future sales revenue and expenses from the budget? If we integrate G/l budget, then future revenue and costs will be counted twice based on g/l integration plus when the sales actually happen.
Hope I have explained correctly.
Cheers
Sandy
