Editable paragraph

I have an upcoming task that involves creating a cover letter in Nav 4.0. The customer would like some standard paragraphs, but they must be editable and the default paragraphs need to be maintained. I thought I would look into the existing comment functionality and alter it as necessary.

Has anyone done this specifically or have any input for things to do or not to do?
