Error Message While Converting Nav 2017 sql data to Nav 2018

I'm upgrading to Navision 2018 from Navisoin 2017.

After Navision 2018 installed, run Development Environment, open database

system shows need to covert database, so click yes and during converting I'm getting this error message.

" You do not have permission to read ' GST/HST Internet File Transfer' report, contact you system administrator.

Have you uploaded the new NAV 2018 licens? Task 4 in this doc
