Looking for SATUse_Codes.xml

Does anybody know where to find the file SATUse_Codes.xml? The support document https://support.microsoft.com/en-us/help/4056505/cfdi-new-layout-version-3-3-in-the-mexican-version-of-dynamics-nav says "Download the SATUse_Codes.xml from the downloads site to your local desktop". What downloads site??? I've downloaded all kinds of NAV updates and the file is nowhere to be found.
