Nav09 license issue

in NAV/Navision Classic Client
I'm new here so if this is in the wrong group, please let me know where to post.
I'm try to help a client with Nav09 classic. The license information shows 30 licensed Sessions but if they try and connect more then 12 sessions they get a message saying 'Your program license does not permit more user to work simultaneously'. So far I can't find out what is preventing all 30 licenses from being used at once.

    Maybe some users are opening more than 1 client?
    In this case, 1 client consumes 1 license. 2 clients on same computer consumes 2 licenses.
    It's a common behaviour on customers. On newer versions of NAV, 1 named person consumes 1 license, even if you open more clients.
