Problem with making card page editable in business central

I'm playing around with the locally-hosted business central sandbox. I'm attempting to make a simple setup form of type Card, and I want this page to be editable by default. The problem is that the page always opens in View mode. I have set the Editable property to true on page, groups, controls, all to no avail. If I change the PageType to Worksheet or ConfirmationDialog, it opens in edit mode, but I want the look of a Card page.
Any ideas?
For reference, the Warehouse Setup page is pretty much what I'm going for. I want a page that opens in edit mode, has some configuration options, and doesn't need to have an edit/view button at the top.
